The programme focuses on increasing access to and coverage of HIV prevention services among female sex workers (FSWs), men who have sex with men (MSM), and fisherfolk (FFX).

TUPADO delivers a combination of biomedical, behavioral, and structural interventions through community-integrated outreaches, peer-to-peer approaches, and community sensitization activities. To date, the programme has reached 1,566 individuals from key and priority populations who have accessed services such as HIV testing, Pre-Exposure Prophylaxis (PrEP), health education, condom promotion and distribution, and demand creation to reduce new HIV infections. These services are provided across Turkana County, including Kainuk, Lokichar, Lodwar Township, Kalokol, Longech, Kakuma, and Lokichoggio.

The programme also addresses sexual and gender-based violence (SGBV) prevention and response by engaging communities on positive gender norms and appropriate SGBV response mechanisms, including referrals. In addition, peer educators are trained to mentor adolescents and young people—particularly adolescent girls and young women—as well as men affected by HIV.
